In order to qualify for the 5% energy conservation discount, a new home must be tested by an independent rater and the home must meet the DOE Energy Star criteria and receive an Energy Star Certificate.  The testing/rating cost is the responsibility of the customer and/or builder.  The rating cost generally may be in the range of $500-$800 and is also affected by the size of the home and travel time.
