Progress Energy Carolinas: Renewable Request for Proposals (RFP)

Welcome to Progress Energy Carolinas' Renewable Request for Proposals (RFP) Web page. As part of our balanced solution for meeting the future energy needs of our growing region, we are seeking information on the availability of renewable and alternative electric generation. At this site, you will find information related to our Request for Proposals for Renewable Power Resources, including news releases, bidding deadlines, frequently asked questions, documents required for bidding, and general communications pertaining to the RFP. The RFP is an ongoing request designed to meet the needs of multiple long-term planning requirements. Information will be posted to this site from time to time, and interested parties are encouraged to check frequently for updates.

Progress Energy Carolinas: Joint Request For Proposals for Power Generated from Swine Waste

Dominion North Carolina Power, Duke Energy Carolinas, GreenCo Solutions, North Carolina Electric Membership Corporation, North Carolina Eastern Municipal Power Agency, North Carolina Municipal Power Agency Number 1 and Progress Energy Carolinas, collectively referred to as the "Buyers", are soliciting proposals for the supply of electric power generated in North Carolina from swine waste facilities which can be used for compliance with the swine waste Renewable Energy Portfolio Standard ("REPS") requirement set forth in N.C. Gen. Stat. 62-133.8(e).

Through this Request for Proposals ("RFP"), the Buyers are seeking proposals for energy and/or Renewable Energy Certificates.

  • Each Buyer shall determine whether or not it will enter into a contract with a Respondent based on the proposal
  • Progress Energy will be administering this RFP for the Buyers.
  • Notice of Intent to Respond deadline is April 1, 2010
  • Proposals must be received by April 15, 2010

2009 Planning Period:

Progress Energy Carolinas closed the last RFP bidding session Nov. 11, 2008. Proposals received by that deadline have been evaluated, shortlisted, and contracted.

Due to the successful execution of several solar contracts and subsequent launch of the SunSense Commercial Solar Programs, Progress Energy Carolinas is not accepting new solar proposals at this time. Non-solar bids with nameplate capacity of 10 MW or less will be accepted at any time for evaluation. Interested parties should consult the RFP package below, complete the non-solar bid forms, and provide required documents to PECRenewbleRFP@pgnmail.com for consideration. Prospective solar bidders should check back in the future as the company's needs in this area will change in response to changing renewable requirements.

For commercial-scale solar projects, Progress Energy Carolinas offers a program for both PV and solar hot water systems. The SunSense Commercial Solar Programs are intended for roof-top mounted projects within the company's service territory. Details and applications are available at www.progress-energy.com/sunsense.
